Talib Ahmed Bensouda, leader of United and the presidential candidate of Coalition 2026, has raised constitutional concerns over a reported police directive restricting political rallies and related activities in the Kanifing Municipality, Banjul and the West Coast Region during President Adama Barrow’s Meet the People Tour.
Bensouda said Police informed his political movement that no political parties would be allowed to hold rallies or related activities in the three areas while the President’s nationwide tour is underway.
He argued that while the President’s Meet the People Tour has a constitutional basis under Section 222(15) of the Constitution, its implementation should not automatically result in restrictions on citizens’ rights to peaceful assembly and political expression.
“While the tour is provided for under Section 222(15) of the Constitution, it does not automatically justify restricting the rights to peaceful assembly and political expression protected by Section 25,” Bensouda said.
The Coalition 2026 leader said any restriction on political activities must have a clear legal basis and meet the requirements of necessity and proportionality.
He also questioned whether such restrictions could affect the ability of political parties to engage with voters and participate equally in the political process ahead of the December 5 presidential election.
Bensouda maintained that public events should not be used in a manner that undermines equal political freedoms or fair democratic competition
He called on the authorities to clarify the legal basis for the reported decision and ensure that constitutional rights are respected.
“Any restriction must have a lawful basis, be necessary and proportionate, and be applied fairly,” he said.
The remarks come as political parties prepare for the December presidential election, with President Barrow currently conducting his Meet the People Tour across the country.
Bensouda said the issue was not simply about political rallies but also about ensuring that constitutional freedoms and democratic participation are protected during the electoral period.
He urged the authorities to provide clarity on the reported restriction and ensure that political parties and citizens can exercise their rights within the framework of the law.
